– Not strongly aligned to heritage significance

– Intersection/proximity-based approach to identifying impacts

Particularly ineffective in dealing with setting issues

– Character generally overlooked

Historic England scoping / consultation responses starting to take a

stronger line and require greater detail / robustness – encouraging!
