Sustainability Appraisal / SEA is perhaps the key missed opportunity for
heritage conservation and management

Need for proportionality driving focus on designations, and scale of
assessments often prioritising speed over depth of analysis:
– Little consideration of significance of assets and virtually none of
character
– One-size-fits-all approach ineffective
Opportunities

Using existing macro-scale characterisation studies problematic – need to
add information on significance and make judgements on sensitivity
•
Need for specialist advice on SA/SEA teams:
– Identifying assets particularly susceptible to changes in setting
– Identifying opportunities for positive change in historic contexts
–
Role for HE in asking for this in scoping responses?
