Evidence base

Research indicates that there is considerable variation in the heritage

evidence used in the development of Local Plans:

– Some authorities with no access to HERs

– Focus on designated / larger assets or specific types of asset

– Importance and sensitivity of wider historic character frequently

underestimated

– Infrequent reviews of evidence and supporting studies (e.g.

Conservation Area Appraisals)

Potentially flawed starting point for:

– Policy development

– Assessment of land allocations

– SA / SEA
