21 it is stronger than the accepted architectural heritage icons. In a 2015 article in Context, Rebecca Madgin and Michael Taylor argue that we need new tools to recognise and assess changing perceptions of heritage. Methods of assessing significance and value have gone a long way in recent years to reflect this, but the fuller range of values are not captured and they are certainly not reflected in designations and protection. Heritage Lottery funded projects must consider how their heritage and values can be made relevant and interesting to a diverse range of people. The HLF requires that audiences be widened to include those who might not normally visit that type of heritage. Law and policy in the UK lag some way behind the public perspectives of heritage. We have a system of values and significance which can embrace any range of values. Is ‘heritage protection’ the right legislative vehicle to use to recognise and implement new value ranges? Or do we rely on fundamental policy changes? How do we reflect the value of buildings and sites which form part of people’s everyday lives and which they value for that reason? It is just not possible to protect everything and nor should we attempt to. In England, local listing and consideration of non-designated heritage in the National Planning Policy Framework may help to give local heritage its due consideration. Local listing may offer one process which can be used to encourage local people and communities to propose sites for listing. While no statutory protection is afforded to assets on the local list, the process has two benefits: • locally listed sites are a material consideration in planning terms, so their value will be considered when proposals are made for changes which might affect them • they can be given a measure of protection by developing appropriate local policies. • Involving the local community in identifying and proposing local sites for listing generates high levels of enthusiasm and commitment to local heritage. Finally, to return to Dave Chetwyn and Gerry Proctor’s article on the Baltic Triangle, neighbourhood development plans are another means for local communities to take a formative role in the planning of their locality which includes the recognition of local heritage assets. How local communities will be supported in these projects will be a challenge when public sector capacity in the sector is reducing.
