88 A fully functioning, regularly updated conservation plan or document clearly stating the conservation policies is an effective method for decision making across a large organisation as well as a multi-faceted management tool for expenditure reviews and distribution.Whilst these documents can be directed towards providing the context and corporate strategic thinking regarding the historic environment within the estate, there is more scope for the documents to act as accurate forecasts of not only the relevant budgets required to maintain the buildings but for future uses and activities. All three organisations cited finance as a prerequisite to the forthcoming planned maintenance work, even if not listed as a primary driver, (in the case of the MOD). UEA within the terms of the Conservation Development Strategy , allow a flexible strategy towards achievable work and aspirational goals for the stewardship of the historic buildings within boundaries of financial restraint. With concepts which push the boundaries assimilated with the day-to-day plans in a draft format requiring further intellect and scholarship to examine them through listed building consent (Understanding Conservation. 2011). This appreciation by UEA that finance and enhancing the quality of the historic environment within their care are equally weighted counterparts, readdresses the conservation literature presumed attitude that non-heritage focused organisations have. This provides insight that historic buildings can be managed within a business framework, within restricted budgets and time allocations without historic buildings or culturally significant fabric suffering. The admission by both the MOD and Network Rail that properties were frequently rented out for private events and filming rights in order to gain further income from the buildings identifies new or currently little explored areas for non-heritage focused organisations to venture away from the core EIGHT Chapter Eight - Maintenance in practice Eight•Seven Financial initiative Aimee Felton
