The strategy chosen, has little relation to maintaining cultural significance or key performance indicators, but the methods chosen aim to avoid deterioration and anticipate failure, ensuring safety and maintaining low costs. All these factors correlate with the use of the building or structure in question and the related legislation involved. Finance and the affordability of maintenance work are strictly controlled with rigorous application and justification procedures, ensuring appropriate allocation of the assigned budgets for the asset group from the government, fundamentally encouraging reactive, short term methods.
