72 A preventative planned maintenance plan (PPMP) ensures annual visual inspections of every property, with a five yearly detailed inspection.The annual visual inspection (Grimes, I. 2011) also includes some elements of reactive maintenance, anticipating failure before the next inspection; this work has a budget of up to £1000 per annum. For stations, a defect report is maintained, with issues and their necessary priorities updated when necessary.These defects are reviewed by the Building Surveyors within Network Rail, before any work is commenced by external practitioners. PPM plans are predominantly annual, but usually planned a couple of years in advance in accordance with any planned works or LBCs. However, there are instances when Network Rail enhancement schemes (NR.2010), minor or emerging works supersede the planned work within the PPM plans. These documents are produced by external consultants, with limited guidance and management from Network Rail, whilst the work discussed in them is tendered out by Network Rail or various TOCs to external contractors. Specific conservation plans are only commissioned when a number of projects are planned for one particular station or area, or as specifically requested by a Local Authority. For the 2011-2012 financial year, Edinburgh Waverly and London Paddington will have new proposals. However, in house Town Planners believe that it is more probable for conservation plans to become more commonplace within the organisation in the coming years. A complex network of software programmes and information storage facilities are used in order to keep track of the large amount of information generated by the large property portfolio.
