The Historic Buildings Conservation Manual states under a lengthy section regarding finance that any prospective work should be ‘judged on individual merits and not against an arbitrary proportion of notional cost’ (ibid. 2006:p39). Whilst no non-governmental buildings are eligible for grants, the MOD emphasises good tendering methods and cost control procedures through accurate estimation, in order to protect original fabric as the ultimate priority and keep as a secondary priority, project cost control low.
