61 SEVEN The seven storey student accommodation block(s) and service tower are denoted as very high significance in the UEA specific Conservation Development Strategy (CDS); this is defined as ‘elements which are outstanding examples of their kind, of national or international importance’ (CAR Ltd. 2006: p55). The University must plan for future development of the estate, but recognises the need to remain sympathetic to the architectural and landscape significance of its buildings and site. To assist in achieving these objectives the University commissioned a CDS in order to identify ways of developing the estate which will maintain its significance.The Strategy sets out principles and policies for the care of the University estate, identifies opportunities for development and relevant conservation issues, and presents effective guidance to the approach of all work. The University publicise the document as a practical guide for action rather than a resource of pre-defined answers, ‘a novel approach to conservation planning’ (EH. 2006:p22). Specific emphasis is placed on; • Retaining the character and quality of the significant architectural and landscape elements within the campus. • Providing an approach tomaintenance and the replacement of deteriorated elements. The CDS was compiled by a professional body in collaboration with relevant members of the UEA team including the Estates director, whilst a review stage involved consultations with experts at English Heritage and the maintenance division within the estates department. Revised drafts were produced in order to take into account feedback provided by relevant members (CAR Ltd. 2006:piii).
