11 ONE In this context non-heritage focusedorganisations aredefinedas businesseswith a primary purpose that does not specifically include the care of listed buildings (Dann et al . 2005:p98).The organisations have an implied responsibility of care towards the listed buildings within their property portfolios but do not derive a majority of their income from ownership. In order to achieve the research aim and readdress the current knowledge shortfalls in order to test the hypothesis that regular systematic maintenance is the most sustainable and economic solution, a series of objectives will examine; • The theory and practicalities of what may constitute as a best practice maintenance scenario for a non-heritage focused organisation. • An exploration of the current statutory and legislative framework within the UK to reassess the current perceptions of the legal obligations of owners to provide sufficient custodianship over the historic fabric. • Current approaches to maintenance of historic buildings within the care of the case study organisations. • The potential for new opportunities taken from maintenance theory to develop and aid the organisations to improving their maintenance strategies. Three non-heritage focused organisations owning historic fabric within their property portfolios will be selected as case studies.
